1 of 5: You get this quest by taking the item of the same name from a chest in one of the west-side rooms in the Hanged Man pub in Lowtown.
2 of 5: Checking the journal entry, you'll see that the shawl has the crest of the Blooming Rose on it.
3 of 5: So go to the Blooming Rose brothel that's in the SE section of Hightown.
4 of 5: Go through the entry room's south door, then go east one room to find Mais Dalesdottir.
5 of 5: Talk to her to turn the shawl over and get 50 silver and 250 XP.
