1 of 3: You get this quest by looting the crate that's in a small upstairs side area in the southern-most room of the Disused Passage (which is enterable in the Harbormaster's Office area of the Docks region at night).
2 of 3: Go to Hightown during the day and find the guy named "Bolund the Amateur Analyst" in the middle of the market area.
3 of 3: Talk to him to hand the seal over and get 1 gold coin and 750 XP.
