1 of 2: You get this quest by looting the sack that's at the north end of the thugs' room in the Disused Passage (which is enterable in the Harbormaster's Office area of the Docks region at night).
2 of 2: Talk to Waxler in the Hanged Man pub at night to hand the hat over and get 1 gold coin and 750 XP.
