1 of 4: You get this quest by looting Fell Orden's body while doing the "Raiders on the Cliffs" secondary quest.
2 of 4: Go to the Docks region on the Kirkwall Day map and head down to the main path split.
3 of 4: Go south from there to find a guy named "Ship Spotter."
4 of 4: Talk to him to turn the swatch over and get 1 gold coin and 750 XP.
