1 of 3: You get this quest by picking up the item of the same name in the Deep Roads while doing the "Fool's Gold" secondary quest.
2 of 3: Travel to Darktown and find the guy named "Whiskey Master" next to the tent that's east of the big path intersection.
3 of 3: Talk to him to hand the bilge hoop over and get 1 gold coin and 750 XP.
