2 of 4: It appears to be a package, wrapped in dirty paper, and tied with a string or wire.
3 of 4: You should be able to open the package... if you could only cut through the string tying it shut.
4 of 4: Use your wire cutters on the package; you will end up with the wrapping (which is readable with great difficulty), and some kind of electronic device.
