1 of 6: Talk to the teacher in the schoolhouse near the west end of Bowerstone South to get this quest. (If it's night and the school is empty, wait until they come back the next day.)
2 of 6: The selfish, greedy mayor sold off half of the school's library, and it's now your task to help refill it.
3 of 6: You can get books from many places, including the guild library and some of the houses in town.
4 of 6: Talk to the teacher when he's at the school to turn in suitable books one at a time.
5 of 6: After you give him nine books that he wants, you'll get a wizard hat for a reward.
6 of 6: If you can get the total up to 25, he'll give you a silver key. (However, there are much easier ways of getting silver keys than going to all the trouble of looting every town you come across for books.)
