Return the samples to The Sink.
1 of 3: Go back to the Sink and talk to the Biological Research Station.
2 of 3: Command it to open its port and receive your seed, then choose to process seed into the planter.
3 of 3: That'll end the quest, but note that 24 hours later, a bunch of harvestable plants will have grown in all the planters in the room.
