New Critical Chance Magazines
If you have the level-up perk Voracious Reader and a Repair skill of 25+, you can make "True Police Stories" magazines at workbenches. You'll have to already have one or more of those magazines in your inventory, plus one wonderglue and two blank magazines for each one you want to make. (Note that you get blank magazines by picking up damaged books.)
You can also find critical chance magazines at two locations:
* Sunstone Tower Roof: inside a small scorched book on the wooden bookshelves on the building's next-to-top floor && in a locked filing cabinet in one corner of the area that's past the metal stairs as you're descending to ground level
