Merchant Notes
1 of 3: You can get 12.7mm pistols and ammo elsewhere, but the arms merchant and vendortron are your only sources for the silencers, so keep checking back with them until you get one. (Note that the vendortron can have one no matter what level you are, but you have to be level 12+ to get one from the arms merchant.)
2 of 3: Both merchants get new inventory items every Sunday and Wednesday, so quicksave next to one of them less than one hour before midnight on Saturday or Tuesday. Wait an hour using the game's Wait feature, then see if the merchant has what you want. If not, quickrestore and wait another hour, then check again.
3 of 3: If you experience the glitch where loading a save resets everything except the day of the week, then quicksave next to a merchant on a Sunday or Wednesday. Load up a much older save (or quit to the main menu), then load the quicksave. That should get the merchant's inventory to respawn. If he doesn't have what you want, repeat the process until he does. (Note that you can get a lot of non-random respawning items this way, too.)
