1 of 3: Go to the back of the Ultra-Luxe's casino floor area and look for a door that leads to the Gourmand area.
2 of 3: Go there and talk to Marjorie, who's behind the front desk, about a missing person. (Don't choose the topic about the society eating human flesh and then lie about doing it yourself, or you'll gain some infamy points with the Strip faction.)
