What's the other way to get past it?
1 of 5: After quicksaving, go through the nearby unlocked door and down the stairs into the water.
2 of 5: Open the next door, then go left and open another door.
3 of 5: Go through the door past that, then turn left and open another door.
4 of 5: Quickly run up the steps past that door to exit the water before you drown. If you don't make it, quickrestore and try again.
5 of 5: If you can't ever make it, leave the vault and either get your Lockpick skill up to 50 or get the rebreather mask while doing the "Volare!" Boomers faction quest.
