Meet with a Brotherhood scout near the NCR Correctional Facility and ....
1 of 2: If you haven't discovered the NCR Correctional Facility (location 16 on the Zone 3 Map), just head SW from Hidden Valley toward the quest arrow you see not too far away.
2 of 2: You'll meet the scout near the correctional facility's outer fence. Talk to him about McNamara sending you to get his report.
