1 of 3: This scout is closest to Camp Forlorn Hope (location 12 on the Zone 4 Map), but not much farther from the Abandoned BoS Bunker (location 13).
2 of 3: As usual, get as close as you can and follow your quest arrow. You'll find the scout on top of a high-up clifftop.
