Eye for an Eye
After discovering Cottonwood Cove (location 33 on the Zone 4 Map), go to the NCR recon camp at secondary location j and talk to First Sergeant Astor. After you get this quest, decide whether you want to do it for the NCR or Caesar's Legion. (If you don't care, do the NCR way for greater rewards.)
