1 of 2: However you dealt with Tabitha, use her equipment key to open the three trunks in the storage building, plus the two trunks on the broadcast building's second floor.
2 of 2: If you want Raul to repair your equipment for you, he can only do so at his shack (location 8 on the Zone 2 Map) when he's not following you. (Note that when you dismiss him, don't tell him to go to the Lucky 38 if you want him to go to his shack.) Unfortunately, he'll charge just as much as the other repair guys who can fix things up to 100% condition.
