How can I get Arcade to join me as a follower?
1 of 4: Note that if your reputation with the Caesar's Legion faction is fairly high, he won't join you unless you're wearing an NCR outfit when you talk to him.
2 of 4: Ask him why he does research instead of providing medical assistance. You can then get him to join you if you have the Confirmed Bachelor perk or can pass a Speech 75 check.
3 of 4: If you've finished the "High Times" Freeside/Followers of the Apocalypse faction quest, you can ask if he needs any help, then get him to join you.
4 of 4: If your Intelligence attribute is 3 or less, he'll take pity on you. (Note that only your current Intelligence is checked, so you can use Intelligence-lowering items like alcohol right before talking to him.)
