Does it matter exactly what I say to Arcade?
1 of 3: Yes, it does. Later on, you'll have a chance to convince him to either fight at the dam or stay in Freeside during the big endgame battle, and one of those options may have a Speech 80 check on it.
2 of 3: The main difference between the options is whether or not Arcade gives you his unique Gannon Family Tesla Armor suit. He will if you convince him to stay in Freeside, and he won't if you convince him to help out at the dam.
3 of 3: If you want that armor, you should always choose the second dialogue topic when you get a choice during the conversations you have with Arcade after getting Remnant guys to go to the reunion. That'll ensure you can get his unique armor without having to pass a Speech check.
