1 of 3: The guy you're looking for is marked on the world map about halfway between Durable Dunn's Sacked Caravan (location 11 on the Zone 2 Map) and Raul's Shack (location 8).
2 of 3: When you find the "strange man," talk to him and ask about the payment.
