Talk to Camp Forlorn Hope about reassigning soldiers to Bitter Springs.

  • Do the "Restoring Hope" quest, then ask Major Polatli to send reinforcements to Bitter Springs. (Note that if your NCR rep is "liked" or better, you can get the reinforcements without doing the quest.)
