1 of 3: Doctor's bags can be found and bought in many places, and can be crafted at workbenches.
2 of 3: If you need doctor's bags and can't make any (see the Crafting Lists), sneakily steal the one that's on the table near the NW corner of the infirmary tent.
3 of 3: If you need more, check the merchant inventories of Doctor Usanagi at the New Vegas Medical Clinic (location 6 on the Zone 2 Map) and Blake at the Crimson Caravan Company (location 7).
