Talk to Joana, on Carlitos' behalf, at Gomorrah.
1 of 5: If you got the quest from Joana, return to her room and talk to her about Carlitos. Otherwise, read on.
2 of 5: Go to the northern section of the Strip and enter Gomorrah.
3 of 5: After dealing with the weapons confiscation guy, go to the back of the Brimstone Club area to find a door leading to the courtyard. Joana will be dancing nearby.
4 of 5: Talk to her about Carlitos, then have her lead you to her room.
5 of 5: Once there, talk to her about Carlitos again, and pass a Speech 40 check and then a Speech 50 check to get her to agree to escape.
