1 of 2: Go to the Mojave Outpost (location 38 on the Zone 3 Map) and follow the quest arrow to Sgt. Kilborn.
2 of 2: Tell him that the Legion has attacked Nipton to finish the quest. (You could instead attack him in the name of Caesar, but that turns the whole outpost hostile to you.)
