1 of 3: You'll find Grecks in the first Freeside section, in the area behind the Old Mormon Fort.
2 of 3: When you talk to him, you can mention the Garrets to get him to hand over the 138 caps.
3 of 3: If you want more caps, you can pass a Speech 40 check, kill him, or pickpocket his bag of caps.
