Plant the NCR bug.
1 of 3: Go back to Cottonwood Cove and tell the guard who accosts you on the road that you're a friend of the Legion. That'll work if your rep with Caesar's Legion isn't low. If it is, pass a Speech 35 check or finish the "Ring-a-Ding-Ding!" main quest to get a free pass.
2 of 3: Enter the Cottonwood Cove HQ building and find the Legion radio on a desk.
3 of 3: Activate it and choose to plant the NCR bug.
