Fallout: New Vegas Hints
Deal with Chavez.
1 of 3: Go to the Powder Ganger Camp South (location 17 on the Zone 3 Map) and find Chavez next to a red railcar.
2 of 3: If your Speech skill is 30+, talk to Chavez and tell him that Eddie sent you, then pass a Speech 30 check.
3 of 3: The only other alternative is to kill Chavez and his men. If you're going to do that, don't even talk to Chavez -- just initiate combat with a sneak attack, grenade toss, or whatever. (Note that if you kill Chavez with a one-shot-kill sneak attack, the others may not turn hostile, and you can just leave them.)
