How can I get this quest?
1 of 3: That depends on who you want to do it for: the NCR or Caesar's Legion.
2 of 3: To start on the NCR way, go to Camp McCarran (location 37 on the Zone 1 Map) and talk to Col. James Hsu in his office, which is on the east side of the huge terminal building's ground floor.
3 of 3: To start on the Caesar's Legion way, talk to Vulpes Inculta about Martina's spying after saving her on the "The Finger of Suspicion" Caesar's Legion faction quest.
