The values shown are the maximum possible values, and you'll only get them instead of lesser values if your relevant skill is 100. (The DPS values for the weapons work similarly.)

    NOTE: Before you can make dog tag fists or powder charges, you'll have to get the schematics for them. See the "Saving Private Halford" Zone 2 undocumented quest for the dog tag fist schematics, and go to the NCR Correctional Facility (Zone 3/16) for the powder charge schematics. (They're in a locked cell in the Cell Block B building. Carter has the key.)
