Upgrade Ranger Station Foxtrot.
1 of 3: Go to Ranger Station Foxtrot (location 12 on the Zone 1 Map) and follow the quest arrow to Comm Officer Lenk.
2 of 3: Talk to her and say that you have a security update for her radio.
3 of 3: NOTE: You can lie and say you're from the Omertas to get 250 caps and some negative karma. If you'd rather have good karma, say that you thought NCR rangers were supposed to be tough and fearless, then pass a Speech 30 check, and then say that she was too tough to kill.
