Kill Cook-Cook and acquire his head - preferably intact.
1 of 2: Do the two optional objectives, then sneak toward the ruined building that Cook-Cook is in so you can snipe down any survivors.
2 of 2: Follow the quest arrow to Cook-Cook's body and take his head, which hopefully isn't mangled.
