1 of 2: Head SW to the Mojave Outpost (location 38 on the Zone 3 Map) and enter the headquarters building.
2 of 2: Talk to Major Knight at the front desk about Primm and pass a Barter 20 check to get him to send the troops. If your Barter skill is too low, use something like mentats or a skill magazine to give it a temporary boost.
