Fallout: New Vegas Hints
Level 4 Perks
* Cannibal: This perk lets you regain some health and lower your karma a tiny bit by feeding on corpses. It's really not worth taking for any character, even ones that pride themselves on being insidiously evil.
* Comprehension (Intelligence 4): With this perk, you get 20 temporary skill points from skill magazines instead of 10, and 4 permanent skill points from skill books instead of 3. This is not only great to take because of the skill book increase, but also because a +20 from a skill magazine can help you do difficult tasks you normally couldn't do, like picking a lock that's way too hard for you.
* Educated (Intelligence 4): Unlike in Fallout 3, this perk only gives you two more skill points per level-up instead of three. That's a bit of a rip-off, but it's still useful due to the fact that you can get fewer skill points from skill books and Intelligence increases than you could in Fallout 3.
* Entomologist (Intelligence 4, Survival 45): This perk gives you a +50% damage bonus vs. all mutated insects, including radscorpions and giant ants. Damage increases are always good, but this one is a bit too specialized to do you much good. Also, most players probably wouldn't want to spend all the level-up skill points necessary to get their Survival skill up to 45 early in the game.
* Rad Child (Survival 70): This perk gives you a health regeneration effect that increases as your rad count goes up. However, radiation sickness still comes with attribute penalties, and there aren't that many places where you'll be taking more than 1 rad per second. Instead of taking this perk, be sure to have lots of stimpaks and other healing items with you at all times.
* Run 'n Gun (Guns or Energy Weapons 45): When using one-handed guns and energy weapons, this perk will reduce the accuracy penalties for shooting while running. This is not very useful at all, since you should usually stand still while shooting, and shouldn't bother trying to turn around and shoot something that you're running away from.
* Travel Light (Survival 45): You can run 10% faster if you're wearing light armor or no armor. It's nice to finally have something that'll increase your base running speed, but the increase is minimal. Also, it's completely useless to anyone who wants to wear medium or heavier armor most of the time.
Comprehension is the best perk on this list, although Educated can also be a good one. With careful allocation of level-up skill points and early-game skill book hunts, you can probably get along fine without ever taking the Educated perk. However, if you're intent on maximizing your skill points, you'll need to take Educated at level 4 and Comprehension at level 6. (And remember to save all the skill books you find until after you reach level 6.)
