Find Alice McLafferty at the Crimson Caravan Camp and "settle accounts."
1 of 2: Return to the caravan area's main office (or wherever McLafferty is currently) and open fire on her.
2 of 2: That'll undoubtedly turn everyone else nearby hostile, so you might want to instead try using the Stealing Tips to kill her with a single sneak attack or pickpocket an explosive into her inventory.
