Fake the Misfits' readiness reports.
1 of 3: Enter the large House Resort building that's just north of the camp, then go straight forward to find the Squad Readiness Report Terminal on a desk.
2 of 3: When no one can see you do it, access the terminal and select the "Squad CG554-2 'Misfits'" entry.
3 of 3: Choose "Alter Readiness Reports" to get the misfits rated "excellent" in both categories. (Note that this gets you a bit of NCR infamy.)
