Return the supplies to Quartermaster Mayes.
1 of 3: When the three Legion recruits attack, you can kill them if you don't mind getting infamy points with the Caesar's Legion faction, or you can try to lead them back to Camp Forlorn Hope so the NCR soldiers will kill them for you.
2 of 3: Note that if you're wearing a Legion outfit, the recruits won't attack you, and you can just leave them there. However, be sure to take the Legion outfit off before you get near Camp Forlorn Hope.
3 of 3: Return to Quartermaster Mayes and talk to him to hand over the supplies.
