1 of 2: After extorting a bribe from Stone or convincing him to turn himself in, go talk to Dr. Richards about the missing medical supplies.
2 of 2: To get NCR fame, you'll have to tell him that Stone stole the supplies, even though that'll give you some bad karma if you accepted a bribe from him.
