Report your findings to Dr. Richards.
1 of 3: You could go straight to Dr. Richards, but it's best to talk to Private Stone first.
2 of 3: Tell him you found his empty syringe or saw him stealing (whichever is the case), then decide whether you'd rather get some good karma or five hydra chems plus some negative karma.
3 of 3: If you'd rather have the good karma, tell Stone to turn himself in and pass a Speech 60 check. Otherwise, tell him to make not reporting him worth your while (or say you'll turn him in and then accept a bribe) to get the hydras. (Note that the karma shift will happen when you report to Dr. Richards.)
