1 of 5: Go back to the blue metal door that leads to the second part of Freeside, but don't go through it. Instead, run NW down the street from it.
2 of 5: Keep going until you reach the ruined store that's marked with a quest arrow on the local area map.
3 of 5: The door is unopenable at first, so talk to one of the NCR troopers who are guarding it.
4 of 5: One of them has a Speech check of 60 that you can pass to get in. Use it if you can to get some XP, or just say the password that the Missionary guy gave you.
5 of 5: Go through the door after the trooper unlocks it to get your next objective.
