Ask around the Squatter camp to find a lead regarding why NCR soldiers ....
1 of 3: Talk to the Missionary guy and tell him you're a citizen of the NCR.
2 of 3: The Missionary guy in one of the squatter camps has a Speech check that you can pass if your Speech skill is 50 or higher.
3 of 3: If you can't do that, you'll have to pass a citizenship test or pickpocket a note from the Missionary.
