1 of 3: Go back to Freeside's other section and back around toward the ruined store.
2 of 3: You'll find Pacer cowering in a sheltered bench alcove, near two dead members of the King's gang.
3 of 3: Talk to him to learn the situation. (Note that if your Barter skill is 50+, you can extort 2000 caps from him.)
