Inform Chief Hanlon what you and Sergeant Reyes discovered.
1 of 4: Go to Camp Golf (location 27 on the Zone 2 Map) and enter the big House Resort building just north of the camp.
2 of 4: Go up the stairs to the second floor, then go out the doors that are above the lower floor's exit doors to reach the balcony.
3 of 4: If Chief Hanlon isn't there, use the Wait feature to wait an hour at a time until he is. (Note that tracking him down won't help, since he'll only talk to you on the balcony.)
4 of 4: Tell him that you know he's the one who's been manipulating intelligence data.
