Speak to Chief Hanlon in his office.
1 of 3: Follow Hanlon to his office, then talk to him again.
2 of 3: Ask what he thinks you should do about this, then decide whether to keep his secret or turn him in.
3 of 3: Saying you'll keep his secret immediately ends the quest. If you say you'll turn him in, leave his office to get him to close and lock his door, then stand and wait for his radio transmission to end. (Note that you can go back in and loot his body after he commits suicide, but that's the only advantage to turning him in.)
