1 of 3: When you return to the King's school, Pacer will talk to you about the info you got from Major Kieran.
2 of 3: Ask him what your silence is worth to him to extort 200 caps from him (plus 100 more with a Barter 50 check).
3 of 3: Talk to the King and tell him that NCR is distributing supplies, then mention that someone was sent to discuss the issue with him. If you don't, you'll get the same NCR-unfriendly objectives that you would've gotten by skipping all of the optional objectives.
