Fallout: New Vegas Hints
Restore power to the HELIOS One mainframe via an auxiliary generator.
1 of 7: Look just to the east of the mainframe terminal to find the auxiliary generator that needs fixing.
2 of 7: Activate it to learn that you'll need a Repair skill of 35+ and a piece of scrap metal.
3 of 7: You should've gotten a bunch of scrap metal from the robots you've fought, and your Repair skill will probably be high enough either with or without using the Fixin' Things magazine you got from the previous area.
4 of 7: An alternative is to go up the stairs and along the walkways to reach a room with a deactivated repair bot in it named PYTHON.
5 of 7: It requires a Science skill of 45+ or a Poseidon Energy ID card to activate.
6 of 7: If your Science isn't high enough even with the Programmer's Digest magazine you got earlier, return to the Solar Collection Tower and look for an employee ID card on the floor of the room that's directly west of the elevator (past the locked door). There are two identical ID cards, and you only need one.
7 of 7: After you activate PYTHON, all you have to do is wait for it to repair the auxiliary generator.
