Initiate reflector retargeting from the console on the tower observation deck.
1 of 3: Go up the stairs and along the walkways to a room with a door that leads outside.
2 of 3: Go through it and down the curving walkway to reach a small circular area.
3 of 3: Activate the Reflector Control Panel that's on a little balcony between 9 am and 3 pm.
