1 of 3: Go back to Cottonwood Cove and tell the guard who accosts you on the road that you're a friend of the Legion. That'll work if your rep with Caesar's Legion isn't low. If it is, pass a Speech 35 check or finish the "Ring-a-Ding-Ding!" main quest to get a free pass.
2 of 3: Look around for Aurelius of Phoenix, who's probably either in the Cottonwood Cove HQ building or his office, which is directly above it. (Or he may be standing just outside his office.)
3 of 3: Talk to him and give him the NCR bug to get some Caesar's Legion fame.
