Fallout: New Vegas Hints
Repair the broken solar array panels.
1 of 4: Follow your quest arrow to the Nellis Array Generators building (or fast travel to the Nellis Array if it's marked on your world map), then go around to its NW corner.
2 of 4: Open the fence gate and go up the stairs past it to get onto the roof, where all the solar reflectors are.
3 of 4: Five of them are broken and register as interactive when you approach them. You'll need to repair each one by either installing the solar array parts you got at HELIOS One or by having a Repair skill of 65+.
