Kill Orion Moreno to retrieve the door override keycard.
Target Moreno's gatling laser and knock it out of his hands, then run pick it up so he'll be defenseless. You can then let Arcade finish him off for you. (If he manages to find another gun, dodge around so he can't hit you.)
