Fallout: New Vegas Hints
Attach the ballast from Loyal to the B-29 at the bottom of Lake Mead.
1 of 4: Travel south to the Callville Bay map marker (location 25 on the Zone 2 Map) and go down the concrete ramps into the water.
2 of 4: If you got the rebreather mask from Jack, go to the Apparel section of your inventory and equip it so you can breathe underwater. Otherwise, you'll have to surface frequently for air.
3 of 4: Move straight SE from the concrete ramps to find the plane, then find the white-ish blob under each wing.
4 of 4: Activate the two blobs to attach the ballast.
