Return to the shore near the tow winch and use Loyal's detonator ....
1 of 3: Go back NW and get back onto the concrete ramps, then move onto the ground to get Loyal's detonator to start beeping.
2 of 3: When it does, go to the Weapons section of your inventory and select Loyal's detonator.
3 of 3: Go into fight mode and hit the Attack key to blow the ballast.
